Now that's a Great Idea!
The Home Secretary, Charles Clarke, has mooted the idea of asking released prisoners to sign contracts stating that they will not commit crime. As the criminal law seems to have failed to deter habitual criminals, I doubt they will be swayed by breach of contract regulations.

And if they refuse to sign?
Probably a good talking to.
Hey hang on this might be just what the Police need to bypass the CPS and their perceived desire to empty the prisons of wrongdoers....
Just think "Right Jo Bloggs you signed a good behaviour contract andhave been found in breach so it is back to jail for you and no remission" Nothing to prove as there is no offence.
Nice one Charles you'll surely get my vote next time.
.... its recall to prison ... er... oh yea we dont need evidence for that...
